The Governance Committee of St. Paul Evangelical Lutheran Church is composed of five voting members of the congregation who bring to the Congregation Council for action proposed amendments to the St. Paul Constitution, Bylaws, and Continuing Resolutions. When the Congregation Council approves the amendments to the constitution and bylaws, the Governance Committee presents the council-recommended amendments to the congregation for action at its annual Congregation Meeting. The Congregation Council has the authority to adopt the proposed amendments to the continuing resolutions; these amendments do not need to be brought to the congregation for action. All adopted amendments to these governing documents become effective after approval has been received from the Lower Susquehanna Synod.
The Governance Committee meets as needed to prepare amendments, review congregational policies before they are presented to the Congregation Council for approval, and discuss matters that may need to be addressed in the governing documents.
